Can you do reliable 700 from '03 Fe 650?

Yeah the other carb is fine, nothing wrong with it as such. It's just a 'workhorse'

The way I understand it, the laminate coating the windings in the SEM stator are prone to degrade and the windings then short between one another, so it doesn't essentially work to capacity, so much so it frustratingly causes hard starting when hot (thermal expansion) and poor charging as well I believe.

Saying that, like I said earlier, there is a qualified armature winder on this UHE that has rewound mine, with better quality materials and it's been great so far.

Don't let the stator turn you off. The kokustan would be a ton of work, it has been done. Just carry a spare stator with you. Small easy to pack and replace trail side.

So I missed that bike 2001 Fe650 with2003 engine. Instead I got 2005 engine alone. Its 650 in need of major rebuild. So my origial question is now modified somewhat. Can you do a reliable as long lasting 700 cc? Are big bore kits available of good quality? I would like todo 500 hours on it, stock compression?
