i think you have to look at the cross sectional area? you add all the little holes through the radiator and they don't add up to much so the air gets a 'backlog' or 'dam' infront of it which stops the new incoming air as well. so you can afford to have quite a lot of material infront because as long as the amount of 'open' area is a bit more than the radiators holes then you're ok.
you just need the whole rad to be getting air and not hide the outside 1" on either side behind the last louvre and also behind the frame down tube which isn't too bad but could be better!
