2003 FS 650 extremely hard to start

The valvesx4 were seated and checked for leaks when i had them on the bench.

I could not overcome the spring tension acting on the valves by hand, i.e. not weak spring problem, say.

I think i am missing something really obvious here, but i am unable to see the wood for the trees at the moment if you see what i mean.

I used compression stroke @ tdc to set the clearances - am i correct in saying as you wind the bike over with the piston rising and all 4 x valves held shut and not being acted on by the cams/rockers - that this is the compression stroke?

Remember - i purchased this bike as a non-runner, i have never had the motor running yet, thought i better remind you all, this might help in getting to the bottom of my diagnosis.
 
Did you adjust the 2 decompresion cables at the steeringwheel(manual decompresion) and kickstarter also at TDC?
2 mm play plusminus 1 mm.
If adjusted incorrectly you also can get a blowby.
Just thinking out loud.
 
The bike never came with the handlebar mounted decomp cable only the mini-lever, the kickstart decomp cable is present but not connected at the cam end, to decomp i just manually operate the arm where the cables would attach, normally without any intervention from my right hand the decomp is not in operation and if i turn the arm anti-clockwise it will decomp and spin over quite freely with less compression as expected.
