Shaft is scored and is leaking coolant. Can I replace the shaft easily ? Just the right side cover? Or do you have to split cases?

Hey does anyone know what this is? I found it behind the front plate headlight assembly on my 2010 FE390. It has a dial with a slot to adjust it with a screwdriver and numbers around it. Right now it looks to be set to zero.
