I used a 3M adhesive suitable for that type of plastic. It worked great until I spilled gas all over it. The tape was pretty ordinary reflective stuff.
I had header wrap last year. I don't love the look though, and it does fray eventually. This year I had the pipe ceramic coated. $55. In theory it will keep the heat in the pipe and not heat the tank as much.
