A good FS650e near me, advice needed.

There's an FS650e in good condition near me and I'd love to get it, however my father would like it to be a bit less powerful, I didn't take it on to the road in the test ride, however he did and said it wanted to come up in nearly every gear(it had a rather large back sprocket). What kind of options do I have in regards to restricting it(no need to restrict it a huge amount)? I've seen that bikes are often restricted to comply with a2 license laws by restricting the throttle or the carb. Are there any known and tried methods for the FS650e?
 
Drop a 450 motor in it. Likely cheaper than dumbing down a 650. Further, now you have a spare motor.
 
Just fit a restricted to the throttle. If you only have half throttle it won't bite as bad.
This is how some a2 stuff is done I believe.
Other option would be restricting the inlet port with a small baffle plate between the cylinder head and carb rubber. Let's say the inlet is a stick 50mm, fit a plate with a hole cut of 40mm and that will reduce the power. That's how stock car boys run some engines to down classify themselves for the right races.

just stick another cam in it! he weak cam is from the 400 in 2001-2003. I have loads of them here.

jetting will likely be about right from the off. you can wring its neck and just not be as quick.

as for swopping engines......no!
