From what I saw at this years Dakar, the 450 only policy, will see a lot of broken bikes and will no doubt make it more expensive for privateers.
Nearly every class is allowed a spare engine, expect ironman class (one bike old skool etc).
The 690 (or 570) were pretty much the only sensible real choice for non-pro guys/gals, but those days are gone now.
