What does the blue wire go to??

I have been working on my 98 FE 400e and have it almost back together. when it was not working, my brother-in-law needed the battery for some other bike, so he pulled it out. Now I see a Blue wire, not attached on one end (near the battery), but I dont know what it is supposed to be attached to. Anyone have any idea??
