Vent Hoses - What a poor idea?

I just bought this 2002 FX650e and it runs/starts like crap (a common problem I gather from posts). I have the whole thing torn down to the frame and I am working on getting it patched/cleaned/fixed peice by piece. When I was cleaning out the carborator I realized that the two hoses I thought were fuel over flow hoses are in fact straight pipes to the inside of the carborator. Are these supposed to be looped together? It is a Dellorto 40 carb. It seems like the bike would suck unfiltered air/water right into the motor this way.

I read some of the posts under the fuel section and gather these are vent hoses and are ment to be open... Shouldn't these be vented to the filtered side of the air box rather then to the outside air? I also read the Berg manual and the parts catalog to try and visualize how these hoses are to run and neither shows a good picture. In fact the parts manual doesnt even show hoses on the bike at all. :(
 
Montibank, the hose routing situation sounds a little weird. I am pretty sure my bike doesn't have what you describe. Seeing that you are from Cally, I know that most bikes are required to have extra "emissions lines" there, I have heard of guys just plugging them with silicone gasket sealer from your local hardware store. Might not be legal there, but it would work. My $0.02
