Well folks, looks like the fix is in the works. In summary, currently any area is open to ride unless posted otherwise. The proposal on the table is to make all areas closed to riding unless posted as open. A link to the summary page is:

There is a 60-day public comment period on the proposed rule ending September 13, 2004. After that, well... Things just don't look too good for us OHV types.
