Turn signal problem

This morning while riding to work, I noticed that my turn signals were not functioning, including the dash light. When I got to work and turned the engine off, I checked them and they were working. Started the engine, and not working again. What would cause them to only work with the engine off?
My bike is an 03 FE400e.
