Stripped Crank Case Thread

So my mate done my a favour and sorted a few niggles on my 05 fe 450. Gave it back, problem not solved so I booked into local garage. Mechanic is trying to tell me that the sump plug has been so badly stripped that he can't simply rethread it and that I either need new crank cases or for the existing hole to be welded over and redrilled.

Having not come in to contact with a problem like this before I can't tell if he's bending me over or not. Can you not simply use a bigger thread? He's trying to say there isn't enough metal between the plug and the edge of the case to simply go a size up.
 
he should be able to give it to an engineer who will put an inset in for you. failing that you could have a bung made as a one off by an engineer?

I have stainless ones from the earlier engines up to 2004. they are 22mm to the outside diameter of the thread. they could easily be remachined all the way down ro 19-20mm. the inside hole for the strainer would need opening a little. the earlier bikes had a 12.5mm strainer diameter and yours is up at about 14mm I think?
