Steering stem lock removal

How can I remove the steering stem lock on my '97?

I am going to do some welding and repaint the frame anyway so a bit of butchery is not a problem.
 
if its like the 08 just grind it off from the outside and then punch the rest of it it through with a drift
 
Well, you can grind the rivit off to remove the cover but the lock cylinder sits slightly lower than the cavity in the frame.
 
If its like newer models you just put a screw driver (flat head) under cover and slowly lever cover up,The pin that holds cover is just pushed in tight. Its like a small nail with a twist thread in it Then you put the key in the lock the centre tumbler will pull out the hole with the key in it. Hope u follow lol.
 
I don't have a key for this frame but was able to grind the pin off and remove the cover. Then with a drift of sorts, punched the lock cylinder (in the reverse order it was installed) out back through the frame cavity (not into the steering stem area). It seems that the cover is what mostly holds the cylinder in place.

It came out fairly easy.
