Starter slows down or stops

Can anyone tell me why my electric starter slows or stops if I put the choke on or open the throttle at all? Its an 03 FE400e. It turns over quickly without the choke or throttle and immediately stops or slows down to a crawl when I apply the choke or throttle.

Why does it matter that the choke is on? It cranks fast without it? I don't dispute what you say, just trying to understand.

Possibly because the choke isn't a choke in te traditional sense of restricting the air into the carb. It may be a mixture enrichening device wich also opens the throttle a little.

Of course, opening the throttle allows more air to be drawn into the cylinder which needs to be compressed and, hence, more work for the starter to do.
