spacing sleeves Husaberg FE 450 2009

I have purchased a used set with wheels to use when it's winter in Norway. :D
I have a question about the spacing sleeves that is on this wheels.
Should I be able to move them around, because mine is stuck.

I have not tried them on my bike yet, and I am new to the mechanical part of the motorcycle. :?
I have the repair manual but there is nothing about that question there.
