setting float height

I am having issues getting my bike running after fiddling w/ the carb.
It starts on choke and I can even adjust the idle very low, but when I take the choke off I can barely get it to run. I can get it to start if I give it a few throttle twists before hitting the starter. It will idle low, but if I so much as look at the throttle it dies. It won't restart w/o a twist of the throttle before hitting the starter. Adjusting the idle higher does not seem to help.

I suspect I have the float set too low. I _think_ it is struggling to get fuel.

Looking at the manual, it says to measure between the bottom of the carb and the point where the float curves around near the seam. But from what I can tell it does not give an actual measurement. The manual just says "desired value". Does it mean the seam should be parallel with the body of the carb? Looking at a manual for a honda it says adjust to 8mm from the carb body to the bottom of the float. I'm thinking I am more like 11mm.

Any help would be appreciated.

I set the float so it was parallel with the carb and finally got some decent response.
Runs w/o choke. Now just have to dial it in a bit.
