Question about exhaust valves on FX650

Hey guys - I am the proud new owner of a very rare 2001 FX650e

we have a full garage and bought this bike in an auction - it belonged to an open class racer that had to sell.

Anyways, the bike was mostly apart in boxes. Engine was complete - seems everything was there but starter and starter gears have been removed (as well as batery box, etc.)

long story - we have competed the engine installation and we find it very strange that there are spacers on top of the valve stems for the exhaust. The parts manual do not reference these spacers.

If we leave the spacers on top of the valve, the auto decompressor has about 6-7mm of play whereas the manual askes for 2mm +-1mm.

I am not familiar with all the updates to this model, does anybody else have a spacer above the exhaust valves? It is a small cap that covers the stem
