Probably a stupid needle question

When refering to needle position (in the carb) in manuals and in this forum, is it the needles position or the clips position that is mentioned? The needle position in my opinion is the heigh of the needle, not the clip, i.e. needle posion 5th from bottom is the neddle in its almost top position and hence the clip in the almost lowest position. In the Husaberg manuals this is not very clear.

The reason why I ask is when you bye a new HB in Europe is EU adapted, i.e. throttle movement limited, another needle and idling jet. You have to change to the real setting s(attached in plastic bag) to be able to use the bike (for enduro). Also the new setting of the needle should be "needle position 2". I know that the jetting probably needs to be adjusted to riding conditions etc. but it's good to have a clear starting point.
 
the 5th clip position is the needle at the maximum height .

the clip position refers to the height of the needle -1st clip position = lowest point of the needle .
 
not quite right whosaberg!

there are 7 clip positions on a keihin needle. there are 3 or 5 on a dell orto.

all manufacturers count from the top and call each groove 'clip position _' this i hope is easy enough but FAR more importantly NEVER say what you did to the needle ALWAYS say what you did to the clip! here is how to do it wrong:

i dropped the needle by raising the clip 1.

and correctly:
i made the bike richer by moving from clip 2 to 3.
