looks pretty stock to me,maybe touched up a little? what bike is it? the valve guides look like maybe they have been sanded on some though too? cant really tell from your pic, that might be the biggest clue. what does the exhaust side look like?
I say flow optimated but not ported.
Some of my heads look like that and some are untouched.
