Usually when a carb does that it means there is crud in the carb. What you will need to do is give the carb a good cleaning, make sure all passage ways are clear also where the choke flips up apply a small bit of oil on the plunger when reassembling and then after ward do the same where the lever flips up, work it up and down a few times.
