"non-conforming title"

Hello everyone,
I live in the US in the state of wisconsin, i recently purchased 1997 fe600e from a guy in illinios who was the original owner and had it titled to him in illinios and he had a license plate that he took off the bike before i took it home,
i work for a car dealer and anytime i purchase a vehicle the office ****** take the paperwork in for me and i get my title the day they go, however, they came back with the same title and was told the vin was non-comforming and i would have to call in, i spoke to a couple of my police officer friends who said that it needs turn signals. added turn signal kit and called the number, the guy i talked to said that the vin did not comform, i made him aware if the street modifications i had made and wanted an inspection, was told that the vin doesnt conform cant be titled if it doesnt conform end of story, he said unless by the vin number it reads "conforms to federal highway standard" i cant have a title or registration and is just going to be an off road bike and thats that :angry:

has anyone ran accross that non conforming title and found a loop hole or something, maybe i just need and inspection, the guy i talked to was rude and got an attitude as soon as i asked why it didn't "conform"

i couldnt imagine trading my berg after all the time and effort i have into this machine but if i cant drive it on the street to get to the dirt i dont know what to do, i guess drive it like every other bike i have ever owned? no title registration or insurance, no problem? i dont think that would fly anymore now that i am a family man,
my wife would have my balls if i got a quadruple ticket and got the bike impounded or spent the night in jail, and without insurance financial future could be at risk and wouldnt want to put my kids though something like that cuz dad rode dirt bike illegally on road and caused accident or worse...

thanks for any input guys i just wanna get riden but need that plate!
 
That's the way it is in some states. I believe California is the same way. The only way I can think to get around it is to register it in state that does not care if it has non conforming. That of course has it's own down falls.
 
i guess it depends who you talk to and what you say, playing dumb worked great :?
i went to the state capital dmv center and had no problems at all, the vin waasn't in the sysem there like the other people said, i basically said hmmm thats weird i was able to find insurance for it no problem? the bike is made in sweden maybe that is the issue? then she asked the guy next to her if any of the letter O's in the title looked like D's to him and he said no, she asked what genre of motorcycle it was and i just said kind of a like sport hybrid thingy or something with all lights and nomal stuff like any other road bike(i never used the words dirtbike or trail bike or anything) she shruged her shoulder and said ok here is your plate, pay this amount here is your title! i also padded the situation by paying my car registration that was due next month and the place was really busy that maybe made her ask less questions....

was rejected by two other people, i guess the terms on/off road dirtbike or enduro motorcycle with vin not in the database sounds bad just play dumb and blame the fact its swedish lol and maybe you will get lucky
