No power to fuel pump

I’m stumped. 2010 FE390, getting FI warning 4x long, 1x short which is “fuel pump controller short”. I replaced the relay, tried to reset the ecu by unplugging for 24 hrs. All connections are good. Fuel pump is fine, battery good. What is the fuel pump controller? Are they referring to the relay or ECU? Anything i’ve overlooked? Thanks for the help.
 
Can you confirm if the relay is being triggered by the ECU? Generally the ECU will provide a ground for the relay to power the pump but I am unsure how the KTM systems function.
 
- push the start button
- the starter turns the engine
- the engine is running and the generator produces current
- the voltage regulator detects the production of current, an internal contact closes
- when the voltage regulator contact is closed, the power relay is activated
- the activation of the power relay is detected by the ecu
- the ecu receives the signal and the ecu authorizes the passage of current through the fuel pump

the primary condition for the fuel pump to start is therefore current generation

if you use a battery charger which tuliser a charge current too much power, the pump can put it to work with the engine stopped:
