No e-start when cold -'04 550FE

Hi guys

Some assistance pls..... my Berg fires-up fairly easy when hot (on the 1st or 2nd crank!) even without the hot-start choke, but even with the correct choke and throttle procedure its a battle to start cold. I have checked the battery and starter over the weekend again and both are 100%. I guess tappet setting and the auto-decompress would then be the obvious next steps -or not?

I have meanwhile also stripped the spargue -no visual damage. The needle cage locating the spargue assy into the casing however seems very "loose". Also, if the sparague is turned by hand in the free-wheel direction, it does not feel smooth despite not showing any visual marks / damage (like when you spin the shaft of toy's electric motor!). Can it be that the inner or outer contact surface is no longer 100% concentric? Also, is the 10NM torgue setting correct for checking slipage as I saw a much higher recommendation in one of the topics -it may have been 15 or 25NM?
I have looked in the Owners Doc and still not very clear on the position and purpose of the recommended 0.4mm thick spacer. Also, does this mod apply to all model Bergs?
