Muffler half full? FE650 2003

Hello again!
I started fixing up the stock exhaust on my FE650 2003 and when I took apart my rattly muffler only the rear part has packing, is this right or should I pack the front end as well?

I'd pack it for sure! Do I understand correctly - It's one chamber which is half full of packing? If so then the empty space creates turbulence and impedes flow! I predict better off-idle response and power overall with it packed. AND less noise
 
I'm not sure as I didn't tear out the packing further down but it feels like it's one chamber packed halfway. But the packing further in stops right where the tube going through splits off. Confusing...
 
"half packed" is how they come from the factory. the rear section of perforated tube/ endcap is the difference between FX, FS, and FE.
FX is straight through. FE has a tortured path as such to create direction changes in the gas flow and thus remove a bit of noise.
Incidently.... have you thought about how the packing is still in there if its only "half packed"?
Looks like you have a straight through tube on yours (common performance change) that somebody has already modified.
I base my comments on the 2004 model.

Well that explains it! Never seen anything like it myself. And yes I thought it was rather weird that the packing that is in there was so nicely positioned if it wasn't supposed to be like that.
Thanks for the reassurance, I'll just close her back up and tighten the leaks and rattle then. :)
