yes it could do that, but the problem is that could by caused by lots of things. I tend to jet a little rich on the main as it tends to cool the motor and means you can leave the throttle pegged without changing gears as much. Others prefer to go lean and change gears a lot. If you had a dellorto the best way to tell is reach down and pull the starter enricher and if what you are experiencing gets worse then it is because it is rich. Keihins choke does not work that way, but may give a bit of an indication.
