loose head set

I recently greased up the head set for the second time this year and found great difficulty in readjusting the bearings. i found that even with excessive preload on the adjustment nut there was still detectable play. so i dropped the forks right out the yokes and checked the lower stem bolt and although it was tight the lower yolk was able to move in relation to the stem. I fixed this initial problem but on refitting i still had some noticable play in the head set, it turns out that the lower race is loose in the frame. has any one had this before? and if so did a new bearing race cure it, or is simply a case of centre punch marks and loads of loctite?

well there were 2 different angles of bearing that could be fitted and of course that affects the narrow wear area. once you've got slop they are junk IMHO.

just to clarify, its the bearings that wear? and not the head stock of the frame.
