Loose decomp cable

I am currently rebuilding my top. Rocker cover exploded and bought a newer one, had to reuse my rockers.

I have bolted the rocker cover and currently letting the sealant cure.

The decomp cable seems to be loose and does not seem to ever need to be pulled to let the piston pass TDC @ compression.

Note the plug is not there, neither is the clutch cover, so there cannot be much compression  but is it normal for the cable to always be loose at that stage?

I guess when I have it all put together, then it should work ok, but I tend to be overly cautious when I do that kind of work (I would hate to break anything).

So is it normal for the cable to always be loose at when there is no compression at all?

MR le frog SIR ,

i am not familiar with the early model set up ... but

1 are your valves adjusted correctly
2 you have auto decomp and manual decom
3 you need to set the correct free play for the manual decomp when you are at TDC on the compression stroke .

it is good to be overly cautious when there is $$$ at risk .

Well, the valve adjustment I wanted to do it last (obviously) and as soon as the right side exhaust valve was adjusted, well, logically, no more slack.

One of those duh moments.
