Kick starter engaged all the time?

Not sure what I did but it would appear that I screwed up and I'm not sure how to fix what I did.
Bike - 2006 fe450e
Original problem. Water was coming out of the hole on the impeller.
So I got both seals, pulled the left side of the case and replaced them.
After reassemble when you hit the e button the kick start goes down like its engaged.
Anybody have any ideas on what I did?

well the big gear that goes over the kick start shaft is actually spinning all the time.

the sledge key underneath should be sat on the sledge plate (the crescent shaped metal plate that you saw screwed in the back of the engine). all you can do is undo all the screws a little at the right end of the cover while leaned to the right (or drain the oil for a moment) and push the kickstart arm right round as far as it will go till it touches the footrest. now if the spring isn't trying to ping it back as it should normally feel then you have a spring wind problem but by doing the press through and then tightening the cover screws (i guess a second person here would help) again you should have got the key back on top of the plate.
