Issue not read about with valve adjusting

2003 fs650e, I picked this up of a friend (ex friend now) it had not been started in nearly 3 years.
Put fresh fuel and oil in, no start.
Stript carby and clean, new plug, no start.
Then thought I would do the valves, spent hrs on the www, looked easy enough, intake slightly out, exhaust way out, put back together but now gets jammed. Pulled apart, redo still getting stuck at tdc. 2 marks on the flywheel facing straight up (12oclock). Back all valves off and it turns no problems. Can not get it to the 1/6 turn backed off without it jamming.
I've tried setting it with the manual decompression leaver pulled in and also out.
What am I doing wrong?
 
you have two strokes and you must do the valves on the correct stroke, yes you have the flywheel at 12 o clock = well done but it must be the time after the intake rocker arm has risen up and the valves have closed. the rocker comes up and closes when the marks are at about 8 o clock.

that is probably your mistake.
