holding back on full throttle

my berg wont rev out full its holding back like the plug is at fault but its got a new plug put a new stator on from "sparks " it also has a flat spot when i flip the throttle open fast. any ideas anyone :( its a 2003 fe 400
 
thanks ill check the carb but it was fine before i changed the stator could it be timing on stator plate maybe i have lined the marks up so should be timed perfect in my opinion but could be wrong
