The blinkers/horn are supposed to work off the battery without the motor going, the head/tail lights will not work unless engine is running. you should have more voltage A/C and D/C on the other side of the regulator/rectifier. Definately >12v DC at the headlight there not the best headlight but should be capable of finding your way home in the dark. Check the earth stap from the battery to the motor.
