Iv noticed just lately that as the engine revs higher the indicators will blink faster. When its at idle speed they blink at a steady pace like my car dose but up the revs and they think there strobe lights.
Is this an indication that the Regulators on the way out.
when not in use the bike is connected to a optimate battery charger.

Judging by the sounds of your post it sounds like you hit the nail on the head. Sounds like the regulator/rectifier is bad. You should be able to check the DC voltage at the battery while the engine is @ ~5000RPM and be getting around 13.5 - 14.8Vdc, if higher than that you probably have a faulty regulator. If your regulator is not functioning properly you will risk damaging your battery. Sort this out before you ride the bike again or your be shelling out a 100+ $$$ for a new battery as well. Make sure all your connections are good and your grounds are good just to make sure while your figuring all this stuff out. Lots of stuff can be traced back to bad connections.

Heed Keith's advice. When my regulator failed the bike overcharged the battery so hard it blew the side out of it. If the regulator is has stopped regulating, disconnect the charging system till you can fix it.

Check the downloads section, there is a document there about the '98FEE charging system that talks about how Tympanium regulators can be fixed.
