FE400E Needle Jet Tolerance

Hi there,on the trail of the cursed bad cold start.I have stripped my carb down and all jets are standard as is the needle clip position, now looking for wear.My bike has only done 60 hours so I have checked for ovality in the main needle jet (atomizer).Not oval but after inserting the needle into the needle jet up to the clip should there be any daylight ?Taking into account of the tapered nature of the needle I thought it would be a snug fit,(it isn't).I can't believe the size of the gap,is that standard,does'nt look to be worn........
 
What year is the bike? What is the Carb fitted? I found a missing jet on the dellorto that helped the starting.
I dont think that the jet should be a snug fit,no way of drawing the fuel up if the the needles too tight.
 
Also make sure you have the CDI jet, which should be installed underneath the pilot jet. My carb didn't have one and it made starting a ******. Once installed it was night and day.

#4 9980 Idle emulsion tube Not fitted to all models
 
My bike is a 2003 FE400E with a delorto 38 PHM carb.I've already fitted the emulsion tube but to no effect,I'm running out of ideas.......

How cold is it where you are? When the temps start to drop, it leans out the mix and can make starting alot harder. Once the temps drop below 40 degree F, I usually go up 2 sizes on the main and lift the needle 1 position and then my bike starts so much easier.
