FCR missing parts

I borrowed a picture from Joe USA's gallery which shows the left side of the carb on his 04. There is a cavity with two screw holes that has an unfinished look to it. I found an exploded FCR diagram that does show a diaphragm, spring and cover that goes there. Apparently it is not used on all models of the FCR carb. Does anyone know what this is for? An alternate accelerator pump location?

Doesnt the DRZ400 FCR have a vacuum operated anti run on device or similar to cut fuel supply to the pilot circuit in high vacuum situations?? (ie slowing down with the throttle chopped) for emissions reasons ??
 
Anti Backfire Valve / AKA Decel Valve.

Quite common on large displacement singles firing every 360 degrees.

High vacuum on decel creates a lean condition which can cause exhaust popping and on occasion a backfire strong enough to remove the carburetor.

Aka Air cut valve.
And as Lineaweaver say its only on big 650 its stock on husa.
