Hello, I found this and don't know what it should be attached to, circled in red.
When I first went to start the bike there was a little bit of fuel spitting out of it with every kick, but I believe that stopped after a couple kicks.

Bike starts and runs fine, haven't tried riding it yet though, would like to figure out where this is suppose to go before I ride it.

It's the vacuum port that drives a fuel pump. The pump is mounted on the inner side of the right hand side of the tank. It's very odd that your bike runs....
 
ahhh...thats what that hose under the tank connects to. I was thinking that but didn't want to run the bike till I knew for sure.
