Decompression system on 05 FE450?

I have an 07 FE450 that kicks over super easy hot or cold. So easy, I have considered taking the e-start off the bike.

My buddy has an 05 FE450 that is really tough to kick over and rarely will the e-start actually start it when it is cold. It seems like the decompression system is not functioning properly. You can tell that the e-start is struggling to turn the bike over. It will start fine when hot but I cant figure out why the 05 is so much harder to kick over than my 07.

Was there any changes in the decompression system from 05-07? Any ideas why the 05 is so hard to kick over?
 
For what it's worth.

My 2007 FE450 turns over easy (and starts) on the e-start but is quite stiff to kick over, not a problem but a noticeable difference to my old 2002 501. The old 501 had the kick activated decomp system and the auto decomp system on the camshaft. The new models does not have the kick activated decomp system but the auto decomp has been improved. On my 501 I disconnected the kick decomp system and after that it was quite similar to my new bike when kick starting.

Tore into it tonight. Havent checked valves yet but the rocker arm bearings on the exhaust arm is shot, so it needs a rocker arm for sure. Is this normal at 112hrs?

IMHO yes it is normal.

Do the Intake arm while you are in there.

Check both lobes of the cam also for pitting, flaking and other signs of wear. Check the entire lobe!
