Camshaft Lobes up or Down at TDC

I'm replacing the timing chain on my 02 FE501 and I'm alittle confused as to were the cam lobes should be at TDC while hooking up the new chain. I've seen some cases where people have said to have the lobes facing up at 11 and 1 o'clock. I've also heard people say that the lobes should be facing down at 5 and 7.
Which one is it or does it matter?

There are two tdc's ;)

Seriously though, this leaves no room for guess work. You need to go exactly by the timing marks.
 
And it does not matter if you have them up or down. Up is easiest, put a ruler across both lobes and check it being parallel to the topcover face.

...... then turn the crank 360d and they are down. now you fit your rocker cover.
