Balancer and balancer shaft spacer?

Hi

When i assembled the two housing halves, i could not turn the balancers shaft without using a spanner. I remember there was a spacer when i disassembled the balancer from the crank, and i did put it between the crank and balancer. Is that right?
I assume i should manage to turn around the shaft freely with my hands??

Also, should the crank bearing on the balancer side be pressed all the way until it bottoms? I'm struggeling a little with the end float as well, but noticed that my balancer shaft not could be as it should...

the two problems are together. as a general rule, you don't put any shims on the crankshaft at all when building with roller bearings. the bfloat needs to be like the cc so .45mm for the 450 and .65 for the 650.

pull apart and remove all the shims, measure the crank across the shoulders with a vernier caliper and it needs to be no wider than 60.00mm.
