'99 vs '99 fork springs

My mate and his riding buddy both have 1999 FE600e's. My mate's has always had more front sag than the other (45mm with no preload) To get it to handle the way he likes, he's put in 30mm preload and the owner's manual recommends a max of 20mm preload. Is it bad to overdo the preload, and how come the two bikes are different?
 
Probably the type of the springs are diferent. They made 3 type of springs, Hard, Medium and Soft. They are color coded. I don't know the codes but if you send me the colors I'l try to check and inform you.

The colors are painted on the top of the springs.
Anyway these type of suspension (Extreme) always have a sag space of about 40/50mm
