08 fs650 timing help

Hey guys, having a bit of trouble setting the timing after replacing valves and valve springs. Have put it back together twice now and can't get it to fire. How do I tell when its on the compression stroke? I had the dots lined up on the casing the first time and it didn't go so I flipped the Cam 180 the second time still with the dots lining up and still no love??
 
It doesn't make any difference if the cam has it lobes up or down

As long as you kept the crank and intermediate shafts lined up properly then it's something else that won't let your engine start

ie if you didn't remove the clutch basket and your setting the cam with the crank locked at tdc (locking bolt located under the pulse coil) then its something else

best thing you can do is pull the ignition cover off and get the staple around to the correct position.

it is correct when:
the centre of the crank
the leading edge of the ignition staple (bump) and
the lower edge of the bolt that is on the left (AKA "9 o clock")

are all in line.

then the two dots on the cam sprocket should be level with the top of the head. this method is far more accurate.
