Spacer fender brace

Hi everyone.
Does anyone know what those spacers under the fender brace were for? It looks like they were only available for the 2000 model year and were discontinued after that.
Can I still buy them somewhere? Could I ask one of you for the dimensions of those spacers?

This is the way it is on my 2000 FE. My guess is that they were phasing in the KTM style fender but still using their spec triple clamps at the time. It’s made from a hard plastic, even though the center feels indented like it was squished slightly. The bolt is size M6.
