03' fe400 ignition will not rev past 4,500 rpm

I picked up this 03'Fe400 not running.20221023_002833.jpg OEM stator tested bad. No big deal, I've ben down the SEM road before, but this bike won't rev up and won't start on button or kicker but will fire if bump started.
It will fire up idol just fine, come up to operating temp but will not rev past around 4,500 rpm. It's like it's hitting a rev limiter, no bog or stall like a jetting issue, just a Straight RPM limited wall.

replaced with an RM stator #rm01193.
Tests several times good according to there site.
Red+blk- =1,266 ohms
Grn+blk- = 175 ohms

Carb is stock Dellorto I've had apart almost a dozen times trying to figure this out. I never found a restriction or and contamination in it.
- Jetting @ 1,000' elevation
M 185
P 38
S 45

K51 2nd clip, (I've tried them all, no difference)
FS @ 1.5 turn out is best idol
Inlet Screen filter is clean

-Timed to 6° @ 1,700-1,800 RPM
-verified my TDC mark with dial indicator in bore
* 6° is almost fully ******** on the stator adjustment slots.

-Valves are set @1/6th turn method

On the bars there is a high/low ignition switch20221022_222136.jpg

With the wires going to this switch connected at the coil here is a video of the intermittent spark in ether position.



With the white+blue and Gray wires disconnected, leaving the orange and black wires hooked up I have semi consistent spark cranking but still hits the abrupt RPM limited wall.
1.5 days trying to chase this down I'm finally asking for help and anything is appreciated.

Hi Taff, did you tell him the resistance was wrong, should be 3000 Ohms.

I can't recall what i did to help him! memory is shot, must be all that Rugby.

I did get this sorted out. Twice actually. I had an electrex fail from moisture about a month after I go it in from Taffy (my fault). I pressure washed it and went for a ride to dry it off. Then again after I dropped it in a creek and was riding it home. (My fault again)
It just lost spark again for the (3rd time) in a year of hard use 3k miles. I'm just about over these dry SEM style ignitions, and I'm accumulating parts to cross breed power plants☺️
