Will this give any problem when used in an engine?

Fourth gear on the secondary shaft has a broken tooth and i think its because the shift drum has too much play in and out( left and right when viewing the enginge from above). I'm having trouble finding out if the shift drum should have 2 circlips holding it in place, one inside the engine...
