I cleaned carefully the carb, the idle jet is 42, the main jet 190, the needle clip is set at the leanest setting, is this correct?

So I've blown out my carb now. The bike fires right up with the choke on, idles way too high, then mellows down. Feather the throttle, and she's dead. Turn off the choke and get the same result. Wandering what a good starting point is for stop screw and idle screw. Probably...

For the first time today i used a torque wrench to tighten up my forks in the clamps. the settings i was given are 15 & 20 nm, this appeared very slack and i could tighten them up more with an allen key quite easily. are these settings correct or could something have worn in the clamps ?
