Wait, I think I understand.

Set TDC.

Make a mark on the ROTOR within the timing window directly in line with the top bolt hole.

Set the STATOR mark 1mm BTDC to the mark on the rotor.

So the static timing is only a few degrees?

Again, I apologize if I'm just being confusing.
