FX vs FE rear fender comparison

I just acquired a 2010 FX 450 and I am trying to make it street legal. I ordered a Number Plate Carrier (81208016000) for an FE
and it looks like it is close, but not exact. I wanted to see if this would fit before ordering lights, etc. The 2 middle screws line right up but the inserts at the front don't seem to work with a
standard M6 flange bolt. They start to bind like the pitch is wrong. I don't want to force them and strip the insert. The 2 at the back look like they would screw into the fender somehow.
On the FX there is no hole for the rear screws. If I have to drill, then so be it.

Does anyone know if a whole new fender for an FE (Part# 8120801310028) would fit on an FX?

Also, I am wondering where the wires for the light should route? Again, I may need to drill a hole somewhere to make it work.

If possible, can someone take a picture of the underside of an FE rear fender so I can see how it is supposed to be?

The front inserts were just corroded. A fresh M6 tap and a little WD and it went in with just my fingers, so that is sorted out.
Also, I am wondering how to best mount a license plate using just these 2 holes. Is there some other bracket that attaches here?

the 6000 is the euro version or maybe the non street legal version, there is another giant ugly part (#14) for the plate for that version. who had that 6000 part in stock? FYI the street legal US one ended in 6100 but is long discontinued.
This is what I did to mine but I got rear ended and am searching for a replacement. I am going to use the 6000 and do this again.

To follow up on this, I ended up ordering an FE fender from Rocky Mountain MC. I think it was the 570 fender, but it bolts up perfectly. It has all the right inserts for the light bracket. The FX 450 decal is unavailable, so Decal Works made this for me.

Hey there, I'm in the process of doing this exact same thing to dual sport my FX 450. Now I'm trying to decide if I should go OEM as you did or add an aftermarket taillight/bracket. Awesome pictures, this is very helpful! Did you add the FE fender just to avoid drilling holes in yours? More specifically, could you have made it work by drilling the two rear holes in your fender?

Also, do you think the number carrier firms up the rear fender at all? With the plastic subframe it looks like this might be part of the structure. I want to run my Tusk bags on there but am concerned the FX fender has nothing underneath to support it. Do you think this helps or is just enough to hold the light?

I did drill holes in the original FX fender, but since the number/light bracket rear holes are at an angle it isn't ideal. I used those nylon concave washers.
The FE fender is a cleaner solution.

The bracket probably stiffens things up.
