Crank gear out of my spares box! Looks like it's been tapped with a welder? Scrap?

Looking at the picture it looks to Me like pitting (rust) maybe galling?

it's not the casting.

if you look, you can see 'singhed' marks on the sideface of the gear. so it is probably galling. and the gear looks worn on the outside so it must have fretted quite badly for a long time.
