Whats the best way to mount a plate on the 2006 dual sport long rear fender?

Ok, Just got the new plate! :cheers: ... but immediately noticed I don't get any mounting hardware. The holes on the plate don't line up with the holes on the mud flap. Anyway...what do you guys do? Mount sideways? Drill the plate to match the mud flap? make something from some old tire...
