leaky

Can anyone tell me what this bolt is for? It's leaking oil when the engine gets hot. The bolt seems to have bad threads and I cant get it out.

I have got a small leak on one of my forks nothing major but is there a quick way to top up the forks with oil with out stripping them down? any ideas !!!!! Jonty35
