clerance

OK now i have put everything new in e-start on the FC470E year 03 new spraquet clutch and tork limiter wheel and a new battery and it starts but only if i hold the manual decomper a little bit but when i slip him free it will not turn over just a click in the starter relay. But it fires up...

This is either a good idea or a bad one? it has to be one or the other after reading the post on valve adjustment i am only half the wiser on how to do it correctly (due to me being not so clued up on self maintenance ) has any one got or could get any pics or vids posted of the basics...
